The host blasted it was “utter lunacy” Britain decided to close its borders only six months from the start of the pandemic.
Mr Morgan suggested that was the reason the UK now has the “worst death toll in Europe”.
The Health Secretary attempted to defend himself by arguing the Government implemented quarantine measures on people travelling to the UK.
But the ITV host was prompt to point out such measures were only introduced six months after the start of the pandemic.
The Health Secretary did admit to making mistakes as he reminded the programme the Government was forced to change its policy on funerals during the first peak of the pandemic.
He said: “Of course, we’ve made mistakes. Absolutely.
“I’ll give you one that really matters. When we first put out the guidance for funerals in the first peak, it was interpreted as being so tight that even your spouse couldn’t go to the funeral of somebody who died with coronavirus.
“That was wrong and we changed it.
“So absolutely we’ve been learning.”
